NEO-SULUKULE, URBAN TRANSFORMATION PROJECTS IN ISTANBUL

Cansu Ekmekçioğlu

(What are cities, built, without the wisdom of its citizens- Bertolt Brecht, 1953)

Eagerness and curiosity were the two exact words that suddenly came into my mind when I decided to go to Sulukule- the Roma district in the buffer zone near the land walls of Istanbul’s historical peninsula. Along with the my personal hesitation which derived from going to a new place which I have never visited before, my anxious parents and friends who had gave up to persuade me for not to going ‘there’, had already prepared a ‘security list’ for me and they pleasantly added that thanks to the great efforts of the Istanbul Metropolitan Municipality, we should no longer feel this kind of discomfort and there will be no need for arranging such a list after the urban transformation in Sulukule: • Don’t stay so late • Don’t show your jewelry, mobile phone or camera to anybody in ‘there’ • Don’t act as if you are stranger in ‘there’

Even though I gave a promise to compliance to my ‘To-Don’t-List’ and put a very mitigating ‘Ok!’s beside each of the warning-points, I began to think about what’s ‘really’ going on in Sulukule: Why should I feel this threat now? What’s the real purpose of the mentality which instigates this anxiety and its discourse which makes Sulukule as ‘there’, Romas as ‘those people’ and Gypsie culture as ‘Other’, while ‘cleaning’ the Sulukule settlement from Roma people and compelling them to live in the peripheries of the city centre?

A Word About Turkey-EU and NATO relations

eu-turkey1

Mr. Anders Fogh Rasmussen, was appointed as NATO’s Secretary General during the Prag Summit, a short time after being presented as a prospective position candidate. As known Turkey maintained her antagonistic position as a NATO member against this, until US President Mr. Barack Obama’s engagement. Perhaps the best move the US President took during his fresh European trip was his persuading Turkey to comply, given the readily huge pressures of her continental neighbors, European Allies. Naturally the question remains is that will he be able to sustain his performance, which, I seriously doubt. Turkey’s opposing attitude against Rasmussen is perceived as a political maneuver. However, it is yet doubtful whether or to what extent Rasmussen achieves prosperous in NATO, which prepares for an even more complicated struggle than the austere tests it has been undergoing in Afghanistan, for a while by now. Perhaps it was all his quite knowledge of his alleged lack of experience, as accused by Sarkozy blowing a backstabbing move as a reflex in total hysteria, which stunned Obama before attempting a pressure over Turkey about Rasmussen, during the Prague Summit, until the very last moment. Rasmussen is a political character who has made the mistake of confusing the followers of the Islamic Faith with a terrorist who has little or no knowledge about the Muslim World, on numerous occasions. Even now, he keeps using the words Islam and Terror together in the context of his words and speeches. Mr. Ihsanoglu, the Secretary General of Organization of the Islamic Conference is the first and foremost name that perhaps has the best knowledge of the territory. At the very recent, Ihsanoglu said “Care should be exercised to ensure that a candidate for a position has the commensurate qualifications”, when he was asked for his opinion. The memories of his hostile campaigns against muslim minorities in the United States, to get some more votes along his presidential campaign are still fresh in minds. The grave fault of Rasmussen in the cartoon crisis as NATO’s 12th Secretary General may put the alliance in severe trouble. That’s what we absolutely hope not to see.

The Prime Minister of Turkey, Mr. Erdogan became the focal point of harsh critics made by Nicolas Sarkozy – Merkel duo, who consider themselves the Lords of the EU realms. As a matter of fact, such leaders as Merkel and Sarkozy didn’t even delay a moment before making their attempts to fully exploit Turkey’s stance toward the EU, in their internal politics. At a single instant, both leaders, who have so far made little or no good to either for their countries starving in the claws of the current global economic crisis or the EC, simply justified all those issues with Turkey’s opinions against the EU membership. Moreover, they are preparing to feed this matter as a basic material for their campaigns on the go for the European Parliamentary Elections that are scheduled to take place in June.

As righteously put by Paris Mayor Bertrand Delanoe, using Turkey’s membership as a material for European Parliamentary elections is in fact an extremely sad, tragic situation. Turkey’s having such political leaders that are going after some cheap goals at the expense of Turkey’s membership process achieved thus far is her greatest misfortune. This treatment of France and Germany against Turkey has some traumatic consequences in Ankara. The central Government having totally isolated its EU centered objectives, preserves it’s silence about the recent gas bombing situation at a school in Basaksehir, caused by the police, who are supposed to protect the public and enforce law. Mr. Egemen Bagis in charge of EU negotiations comfortably keep stating that “There is no Kurdish problem in Turkey”.

Daily more and more people with the desire of establishing closer relations with the EU are discouraged and therefore loose their intentions. Turkey is left alone by her European allies in her will to provide relief for the Caucasian Territory which nowadays feels the unease imposed by US and Russian Threats at its frontiers, as well as contributing to development of a more balanced structuring in the Middle East, which appears to be a noxious bowl.

While Turkey’s becoming a member to the EC has a significance for the country’s history and future, the European electors should be assured of one thing that this is not a crucial move for her to make. There is no Turkish community who thinks of or plans a swift escape to Europe to find some jobs immediately when the doors are opened. In fact, Turkey’s becoming and then maintaining to be an EU member state is a phenomenon which can only come into real if and when a certain set of conditions are met and Turkey is well aware of that. In other words, the day Turkey decides to become a member of EC will be the day on which Turkey shall have caught up with the European averages in democratic and economic figures. Besides, it is not the European communities alone to make a call for this membership. As a matter of fact, as the most recent surveys clearly put forth, there is a high probability for refusal by the Turkish community of the idea of becoming a member of the Community, even if or after the Community gives a green light for Turkey to enter the Club. To put it more clearly, the casual Turkish worker wearing some old pants stick together with patchwork and waiting in front of the EU Gate for permission to enter does not exist, contrary to that most loved and amusing cartoon work. But a peer with equitable capacity and power exists sitting on the other corner of the negotiations table is what Turkey wishes to be seen as herself, wherefore she remands that negotiations be continued with this understanding.

While Turkey is accelerating and diversifying her attempts towards obtaining larger extensions for peace in the highly fragile region in which she is geographically located, the European Leaders must skip their concerns about the June 7 elections and give an assisting hand to her efforts. Obtaining balance for the entire region, normalizing relations between Turkey and Armenia, reducing the level of dependence of Yerevan upon Moscow, making arrangements to ensure that Azerbaijan is safely placed in this new order to be created and the final solution of the Israeli – Palestinian conflict are glorious achievements that would be for the benefit and best interests of not only Turkey and her neighbors and allies but also for the USA and EC. Getting stuck with and busying self with merely simpler concerns, while leaving way more important ones unattended is an act that should be abandoned shortly or a once-in-a-lifetime opportunity for taking all the foregoing steps shall be lost and begone forever.

NO MORE NO MAN’S LAND- TAKSIM SQUARE ON THE MAY DAY CELEBRATIONS

1 MAI

Cansu EKMEKCIOGLU

Despite the oppositions of the deputies of Justice and Development Party (AKP) which was severely criticized for not only banned the use of Taksim Square but also exploded violent confrontation between police and demonstrators for last year’s May Day Celebrations, the declaration saying that May 1 will be an official holiday from now on can be seen as a significant symbol for Turkish unions as well as workers. The decision is symbolic because it signs that decades-old struggle between workers and government in Turkey has now gained a meaningful success on the side of workers. Suleyman Celebi, the head of the confederation of Revolutionary Workers’s Union (DISK) said that “Nobody should view this move as a favor being given to the working class; it is the return of a right, which was wrongfully taken away 30 years ago.”

Yet, this symbolic decision has brought much more controversy question in many people’s mind: Is Taksim going to be open for the May Day Celebration? Since the location, Taksim Square, has become specified with the May 1, 1977 which has been called as ‘Bloody May 1’ with 36 deceased and numvers of incidents of workers, following celebrations has connoted to commemorate those young demonstrators in its very meaning. Though the absence of any official claim about the Taksim Square’s situation as ‘No Mand’s Land’ on the government side, the unions such as DISK, KESK, TMMOB, TTB and also Turkish Communist Party (TKP) declared that they will be in Taksim on this Friday. Yet, President Abdullah Gül compensated this intense situation by saying that Taksim Square must be open for unions.

Another hot debate on this issue is that whether or not the security forces use disproportionate force against the demonstrators. Because in last year’s celebration, zero-tolerance strategy of the municipality and police forces in Taksim is stil alive in memories of most people. It is obvious that this is not the first violent act by the security forces –and unfortunately it won’t be the last- escalating tension between police and demonstrators seems here to stay because the head of Security Directorate Oğuz Kaan Köksal said that the police will still use unidentified-helmet. This means that ‘unidentified violence’ might have seen in Friday’s demonstration.

All in all, it can be said that this year’s May Day celebration seems to held in much more tense situation wherein unemployment, economic crisis, loss of faith in politics are becoming more crucial topics in people’s everyday agenda.

Egemen Bağış Appointed Turkey's New EU Chief Negotiator

eu-turkey1

AKP MP Bağiş has been nominated the tenth State Minister in Cabinet. He is to carry out negotiations with the EU and takes over from previous negotiator Minister of Foreign Affairs Ali Babacan. The press centre of the Prime Ministerial Office has announced that AKP MP Egemen Bağiş is to take over as Chief EU Negotiator from Minister of Foreign Affairs Ali Babacan (left in picture). He is to become the tenth State Minister in Cabinet.

Only after being chosen by the prime minister as Turkey's new chief negotiator for EU talks, State Minister Egemen Bağış yesterday voiced the government's determination to become a full member of the 27-nation bloc. Formerly held by Foreign Minister Ali Babacan, was turned over to Bağış, ahead of a trip by Prime Minister Recep Tayyip Erdoğan to Brussels next week. Bağış delivered a speech yesterday at a meeting in İstanbul held jointly by the Turkish Union of Chambers and Commodity Exchanges (TOBB) and the European Association of Chambers of Commerce and Industry (EUROCHAMBRES).

"We want Turkey to reach to full democracy. If there is a risk in having full democracy, we are ready to take that risk," Bağış told the meeting.

"We will experience some difficulties in the full membership process, but we are determined on this issue. We also know that there is no single country that started negotiations but wasn't able to finish them. Turkey has never been an exception and will not be so now. Turkey will be a very different Turkey when the negotiations are over. The EU will also be a different Europe. Instead of imagining that day now, let's focus on today, negotiations and our business," Bağış added.

DURATION OF MILITARY OPERATIONS IN GAZA TESTIFY HAMAS IS NOT WEAK RIVAL

After this, the international organizations began op to pressure on the Palestinian administration so that it would boycott the government of Hamas. Israel and international organizations required the President of Palestinian Administration, Mahmud Abbas, not to go to dialogue with the MPs from Hamas. Later, Fatah stole ministers of Hamas so that the internal situation in Palestine would take the shape of Civil War and Hamas would be removed from the government. Fatah considered that taking adequate steps, Hamas will make armed resistance. However, Hamas did not go on the provocative policy of Fatah and maintaining stability, attempted to prove to the international community what it is the supporter of peace in the region. In 2007 in order to completely gain control on the governance, to govern underground groups and control all security services in the territory, committing military coup in Gaza, Hamas removed all subordinates forces of Fatah from there. Seeing that the situation goes out of control, Israeli government closed all checkpoints of Gaza and established blockade with Gaza to pressure on Hamas. However, in its turn, Hamas launched home-made rockets “GASSAM” to the Jewish populated areas in order “to wake” Israeli community and to draw the attention of the world community to the events in Gaza. The super-state of the Middle East – Israel, which remained helpless before the rockets “GASSAM” of Hamas, signed temporary ceasefire agreement with Hamas in June 2008 with the mediation of Egypt. Important conditions for ceasefire were: removal of blockade of Gaza, opening of all border checkpoints, giving permission for import of foodstuffs, medicine and fuel to the territory by the organizations of humanitarian aid. However, none of the items was implemented. This lead to more worsening of Hamas’s position on Israel. And on Dec. 27 Israel started military operations in the Gaza Strip, which was unexpected for Hamas. The goal of Israeli military operations in the Gaza Strip is to put an end to Hamas’s terror. However, the launched military operations against Hamas did not yield serious success to the Israeli armed forces. In contrary, the deaths of local population as a result of military operations damaged Israel’s international authority, as well as intensified anti-Semite mood in Arab and other Muslim states. Even Turkey, which is the closest and reliable ally of Israel in the Middle East, expressed its sharp protest against the military operations. The Jordan government said that it would reconsider its ties with Israel. Israeli media also is not indifferent to the issue. Israel does not make any conclusion out of the Lebanon war in 2006, the Israeli Maaref newspaper released.
